Homes and Communities Agency has published this notice through Delta eSourcing
Notice Summary |
---|
Title: | HCA Economic Panel |
Notice type: | Contract Notice |
Authority: | Homes and Communities Agency |
Nature of contract: | Services |
Procedure: | Restricted |
Short Description: | The HCA is seeking to appoint a framework of economic professionals able to provide economic appraisal, evaluation, and economic research and financial modelling services. Members will be required to provide services either as an individual practice or as a consortium. For the avoidance of doubt, the categories listed below do not represent separate lots. Economic Appraisal Appraisal is the ex ante assessment of project, strategy or programme objectives. This involves reviewing options, and weighing up all the costs and benefits (value for money), risks and uncertainties before an investment or expenditure decision is made. The appraisal methodology used should conform to the latest guidance from HM Treasury's 'Green Book', Department for Communities and Local Government's 'Assessing the Impacts of Spatial Interventions' and, where EU funds are involved, appropriate EU Cost Benefit Guidance manuals. These appraisals will require skills in public sector appraisal techniques, cost benefit analysis, financial modelling, risk assessment, and discounted cashflow computations. Given the HCA’s focus, we expect appraisal needs will concentrate on housing and growth opportunities across England. Evaluation Evaluation is the ex post analysis of a project, programme or policy. The aim of evaluation is to assess how successful or otherwise the intervention has been in achieving its objectives. An evaluation also addresses what lessons can be learnt for future projects, programmes or policies. This area will require skills and experience in output and outcome assessment for spatial (land and property) interventions, including social impacts, economic impact analysis, market research and ability to analyse public and private financial returns. Economic Research and Financial Modelling This component involves carrying out economic research in order to support our corporate plan, programmes, projects and intelligence underpinning appraisal methods. Experience of working on local and regional economic research, land and property market assessments, business survey techniques and business forecasting is desirable. Economic benchmarking and sector studies may be required. There is also the potential to undertake property market research, which will vary depending on the end purpose. Financial modeling is the task of building a representation (a model) of a decision-making situation. The mathematical model is designed to represent (a simplified version of) the performance of a project or any other investment. |
