         Business and management consultancy and related services. General management consultancy services. ESPO, on behalf of Procurement Lincolnshire, is seeking to establish a dynamic purchasing system (DPS) for the provision of consultancy services.

Procurement Lincolnshire is a Shared Service partnership between all eight local authorities in Lincolnshire. The members are Boston Borough Council, City of Lincoln Council, East Lindsey District Council, North Kesteven District Council, South Holland District Council, South Kesteven District Council, West Lindsey District Council and Lincolnshire County Council. It will be Lincolnshire County Council however who will formally host the service on behalf of the other member partners.

In light of the wide supply base that Procurement Lincolnshire currently utilises for its niche and specialist consultancy requirements, the prime purpose of the DPS is to provide access to an open and refreshable list of approved consultants. It is anticipated that operation of the DPS shall furthermore help to stimulate appropriate supply chain competition and reduce barriers for SMEs and local suppliers winning Procurement Lincolnshire’s business.

Given the extent of consultancy services which will be covered under the DPS, a phased approach is being adopted by Procurement Lincolnshire, with only four consultancy disciplines being established initially under the system. These consultancy disciplines shall be as follows:

· ICT
· Property and facilities management
· Transformational change
· Planning, valuation and infrastructure

It is intended however that further consultancy disciplines will be added to the DPS in the latter part of the year. Confirmation of what these further disciplines will comprise, will be provided in due course.

A periodic refresh of suppliers admitted to the DPS will be undertaken at least every 12 months. This is in addition to the opportunity to apply for admission to the DPS following publication of an Ojeu Notice(s) for any new work packages arising.

Although the DPS will not become fully operational until early July 2013, organisations that wish to be considered for inclusion on the DPS for the above disciplines are invited to express an interest by contacting ESPO as per the details given in this notice, i.e. tenders@espo.org making reference to 664Lincs/13. For the avoidance of doubt, the formal process to appoint organisations onto the DPS shall not commence until early June 2013.
