A Prior Information Notice was dispatched on 22/08/2012, Title; UK-Salford Recruitment Services, Ref:267237/2112-EN which indicated HM Revenue & Customs (HMRC) intention to seek an e-Recruitment system while at the same time procuring a suite of supporting services (service wrap) to supplement the services provided for in-house Customer Organisations within Central Government, the services to be called off on an ad-hoc basis. The decision has now been taken to source the e-Recruitment System separately from the ‘service wrap’ supporting services and therefore HMRC on behalf of Civil Service Resourcing (CS Resourcing) is undertaking an Open Procedure tendering exercise to award a contract for the provision of an e-Recruitment System which will support internal and external recruitment for its customers across Central Government.
The system must
• be able to comply with government policy on vacancy filling, equality, diversity and security accreditation and have the capability to be updated if these policies change.
• support different types of recruitment which include, but are not limited to, permanent, fixed term, temporary, professional/specialist, Fast Stream, graduate, secondments, work-experience, voluntary, internships, apprenticeships, administrative, management and executive.
• provide an end to end, secure, web based system accessible via different media in the UK and Overseas
There can be no guarantee as to the level of use of the system, however for illustrative purposes indicative levels are as follows;
a. there were 235,000 registered internal users of the system as at 28/02/2013
b. for the 12 month period to 31 January 2012 , there were approximately 14,000 vacancy adverts published for 38,000 posts with 240,000 applications received
c. externally advertised campaigns for clerical and graduate vacancies often receive applications in the tens of thousands
d. a single and exceptional requirement in January 2012 dealt with 60,000 applications to fill 2,000 vacancies; and
e. the number of Stage 4 applications received since commencement of the current e-recruitment system on 30/09/2011 is 170,000, made up of 25,000 internal (from within the Civil Service) applications and 145,000 external (from outside of the Civil Service)
The volume of users of the e-Recruitment system will be the subject of future departmental recruitment and strategies and the changing shape and size of the Civil Service. For indicative purposes the Authority estimates that the total number of Civil Service employees at the end of 2012 who could potentially have made use of the e-Recruitment system was approximately 450000.
While it is not anticipated that there will be any direct TUPE obligations in the setting up of the new contract, HMRC do have a separate contract for the provision of a ‘Fast Stream & Civil Service Recruitment Service’ which is due to expire on 30/11/2014. When the Fast Stream Recruitment Service, which includes both system and service provision, comes to an end Fast Stream Recruitment will be undertaken by the new e-Recruitment system. For indicative purposes only the additional number of registrations this service would require would be approximately 70,000. It will be for the successful Contractor to enter into discussions with the incumbent supplier of the Fast Stream Recruitment Service to establish whether any TUPE obligations might apply should the decision be taken to extend the scope of the e-Recruitment system to include Fast Stream Recruitment, however at this point any TUPE provision for the system element is likely to apply to a single employee.
The Authority reserves the right as part of the verification/clarification process to visit the tenderers site.
A full statement of the requirements for the e-Recruitment System will be attached to the event. Priority levels for the individual requirements are shown as Key/High/ Medium and Low – suppliers wishing to take part in the tender exercise must be aware that in order for their tender to be fully considered they must be able to demonstrate the capability to provide ALL of the Key requirements listed in the Requirements Document. The system and all supporting infrastructure must be hosted and controlled in the UK

As stated in Section VI.3, HMRC is using an e-sourcing (eTendering) tool or application for this procurement. Tenders will normally not be fully considered or evaluated unless Tenderers have first demonstrated that they have the necessary personal standing and are eligible and suitable to be awarded a public contract. Tenderers will therefore be required to provide a statement within an online “selection questionnaire” as to whether any of the circumstances (relating to mandatory and discretionary grounds for exclusion) described in Regulation 23 of the Public Contracts Regulations 2006 apply. Revenue compliance will be considered and checks will be undertaken throughout the tendering exercise, using, as applicable, information from HMRC’s own records. UK applicants will be required to provide their tax reference numbers: i.e. Value Added Tax registration number, PAYE collection reference and Corporation Tax or Self-Assessment reference, as applicable. Overseas or non-UK Tenderers will be required to submit a certificate of tax compliance obtained from the country in which they are resident for tax purposes. If a company is a subsidiary, a member of a group or a consortium, the above details may also be required in respect of the parent company, other group members or each consortium member as appropriate. Information may also be required in respect of sub-contractors who will prospectively be performing core or major elements of the requirement.
