Software implementation services. System and support services. Personnel and payroll services. Blackburn with Darwen Borough Council (the Council) wishes to engage with the market for a HR and Payroll System. The Council is willing to consider both "Best of Breed" HR & Payroll Solutions as well as Enterprise Resource Planning (ERP) Solutions. The market engagement process is purely about sharing and gathering information from the market; it is not procurement and there is no commitment for the Council to take any further action.
The Council have been assessing their needs going forward and its current systems do not meet the e-solution requirements that are needed in order to meet the challenging demands of a Local Authority. We would be interested in looking at new integrated solutions with emphasis on web base Self Service functionality with real time reporting, to include Recruitment, HR administration and Consultancy, Payroll, Health and Safety and Workforce development. The system also needs to be scalable to enable additional third party contracts (Local Government, NHS and Education, Private Sector) to be delivered within a segregated section of the same platform.
The potential procurement resulting from this PIN is likely to result in a contract length of 5 years with options. We are looking for a product which can provide clear evidence of value for money. During our transition to an employee/employer self-service model, we will be looking for flexibility, adaptability and transparency with support from partners. Our plans are still being scoped and we are seeking input from the market. This engagement may involve, for example, feedback on service specifications, system structure and development of the procurement strategy itself.
The closing date for initial expressions of interest is 6pm on Friday 31st May 2013. All expressions of interest will be in the form of a completed online questionnaire, which can be accessed via the URL contained within this document.

We would like to engage with interested parties up to 21st June 2013. In this period we may invite views from interested parties. In addition the Council is likely to be interested in meeting with or visiting reference sites.
The Council therefore intends in the limited time available to meet up to 3 providers for each solution available.
Please note the two week period for market engagement is fixed from Monday 10th June to Friday 21st June, so therefore the Council can only meet with organisations during this period.

The Council is currently considering options to achieve efficiencies in service delivery. To assist the Council in its choice of the most effective way to potentially package and procure a HR System the views of the market are being sought.
The HR system in addition to statutory requirements and being tailored to Local Government, the system must as a minimum have the ability to process:
• Multiple employments with aggregated Tax and National Insurance
• Self Service for Managers and Employees, including management reporting tools.
• Ability to process pension payments for Local Government, Teachers, NHS and Private sector schemes
• Auto Enrolment Pension provisioning and RTI
• Electronic storage of documentation
As stated above, the Council is open to looking at both “Best of Breed” and fully integrated ERP solutions and has adequate budget available for the right product or products.
