   II.2.4) Description of the procurement:       
      EWR CO. conducted initial market engagement event/sessions throughout January 2019 to engage and understand with the market how EWR Co. should approach the design and build of the railway between Oxford and Cambridge. Since these early engagement sessions. The current approach and thinking following the market engagement, is to deliver the programme based on the following: •Define Stage – EWR Co are currently procuring an Engineering Partner via CCS framework RM3745 to carry out early works for Development Consent Order. •Define Stage – Client Side Partner – EWR Co. plan is to be an intelligent client and procuring a Client Side Partner (end of November 2019 est.) to provide additional resource and access to specific expertise that EWR Co. may require through the early stages of the programme; •Development/Delivery Stage – EWR Co. are reviewing a number of options, which are linked to the various potential finance models, to determine how development/delivery phase will be procured.

      This notice is for information purposes only and is not a tender opportunity notice. EWR Co. will be carrying out further market engagement sessions to ensure that the market is fully involved and has continuous input to how the programme should be best delivered. EWR Co. will inform the market via Delta of any sessions to be held and any future procurement activities.
