    In order to meet the urgent demand for additional special school places in Peterborough and to replace the existing Heltwate special school which is unable to be expanded, the Council has utilised the EFA Panel Member Carillion Construction Ltd, who were appointed through a competitive process, to deliver a new special school as part of a batched programme of works. This enables the Council to avoid a lengthy and costly procurement process in respect of the new Heltwate School contract.
