The Council is looking to contract with providers by way of Competitive Dialogue to secure block beds placements (including emergency bed arrangements) for children aged 13 -17 years of age, detailed in the Tender Documents. We will seek to enter into a contract with a provider(s) for a period of up to four years, with the option to extend for a further two years, plus a further two years after this if required. As part of the contract any vacant beds will be able to be offered to other local authorities should they not be required to mitigate any risks.
The tender opportunity will be run electronically through the London Tenders Portal and providers will need to register their company with the portal as soon as possible (if they have not already done so) at www.londontenders.org to ensure they are able to access and submit the relevant documents online. The Provider(s) will need a tried and tested high control behavioural management model in place to ensure the young people have the best support and best outcomes possible available to them.
The Provider(s) will be expected to work with community partners, the Local Police and Safeguarding Boards and other agencies to always promote a team around the child to promote better outcomes. All staff who work within the homes will be recruited in line with Safer Recruitment guidelines and undergo a rigorous training programme.
The Provider(s), will ensure they meet all nine Quality Standards contained within the Children’s Home Regulations to help young people achieve better outcomes and will ensure Statutory Requirements and Legislation around providing care for looked after children are met, as identified within the Specification.

Evaluation of the tender will be based on the CIPFA standing guide to the commissioning of local authority work and services tender evaluation model and in full compliance with EU Directives, the Council's Contract Procedure Rules and in accordance with the stated criteria. Tenderers should note that the evaluation of the above criteria for Quality issues etc. will also include the operation of minimum score thresholds. If the Tenderer's proposal receives a score below the required threshold then the bid may not be considered further. (The minimum acceptable score is a requirement to obtain at least half of the available points in any particular area).
