NHH is embarking on an innovative procurement to replace its current consultancy framework which expires in 2017. It is intended that the Authority will procure consultants across a series of (as yet undefined) lots to deliver services such as Architecture, Employers Agents, Building Surveyors, Quantity Surveyors, Cost Consultancy Services, Landscape Architects, Design Services, M&E Services, Planning Consultants, Site Investigation, Independent site supervision, Valuation Services, Transport Consultants, Fire Engineer, professional Arboriculturalist advice, Archaeologists, Rights of Light advisors, Heritage Consultants, Air Quality advisors and Acoustician advisory services. These services may increase or decrease as a result of the procurement strategy which is currently being developed.

This PIN is being issued to seek participation in a Soft Market Test to allow shaping of the procurement strategy to ensure a 'fit for purpose' innovative framework of consultants to help NHH deliver their development business plan successfully. It is not currently a call for competition.
Where the term contracting authority has been referred to specifically in relation to Notting Hill Housing, this means "any parent undertaking of Notting Hill Housing Trust or Notting Hill Home Ownership, and any subsidiary undertaking of Notting Hill Housing Trust or Notting Hill Home Ownership or of such parent undertaking, now or in the future, or any third parties named on the Call-Off"
It must be noted that the envisaged value of this framework takes into account anticipated third party use of the frameworks. Notwithstanding any statement on this notice to the contrary, this framework will be available for use by NHH (and its associated entities) and any other contracting authority that is a provider of affordable housing that is developing a site within the Greater London area for the inclusion of affordable housing. This includes providers of social housing including without limitation any Registered Provider (as defined in the Housing and Regeneration Act 2008 and registered with the Homes and Communities Agency), local authorities and/or Arm’s-Length Management Organisations (ALMO) will be entitled to call off under the Framework Agreement with the written consent of NHHT.

NHH is currently developing its procurement strategy specific to delivery of their development consultancy framework and would welcome your participation in a soft market test designed to identify the most appropriate lotting structure for the upcoming procurement. The Authority is keen to engage with a broad spectrum of providers as part of this framework procurement. As such they are also delivering training sessions which relate specifically to participation in public procurement. These training sessions are to take place on 1st June 2016 and 6th June 2016. You are given information about attendance and participation at the end of the soft market test.
The Authority is also keen to advise potential participants about its vision for future development at NHH and as such has set aside time to engage with the marketplace to outline some of the critical themes relating to the successful implementation of their business plans. These sessions are to take place on 21st June 2016 and 23rd June 2016. You are given information about attendance and participation at the end of the soft market test.
