Bristol City Council is looking for experienced contractors to carry out external maintenance repairs and painting to properties that are on the Cyclical Maintenance Programmes. This will be a range of properties managed by Housing Delivery. An average of 3500 occupied dwellings are on the annual cyclical programme. The new Framework will have duration of three year with up to a twelve month extension and is estimated to be worth £4m per annum. This framework will not be open for any other public body to use.

      There will be three Lots. Lots 1 & 2 will be for repairs & painting to individual properties in the North & South of the City up to 3 storey. Lot 3 will be mini tenders within the Framework for large projects that can include all external works to a site or multi storey block of flats as determined by Bristol City Council. This is due to the scale / size of such works that can range from £30k – £500k.
Lot 1External & Communal Maintenance North. However this is subject to the available funding and can be less than the numbers shown determined by Bristol City Council.
These properties include domestic buildings of various sizes and construction, including both external surfaces of houses, house type flats, low rise flats to buildings of up to three storeys and internal surfaces to communal areas of house type flats, low rise and multi-storey flats using both traditional and specialist coatings. Some of the internal work may include hanging wallpaper and applying specialist flame retardant paint. The successful contractor will supply all the materials, plant, equipment and labour necessary to complete the Package Orders / Work Packages. (Average work order £1000). The next 3 years cyclical programme can be subject to change by Bristol City Council.
Lot 2External & Communal Maintenance South. However this is subject to the available funding and can be less than the numbers shown determined by Bristol City Council.
These properties include domestic buildings of various sizes and construction, including both external surfaces of houses, house type flats, low rise flats to buildings of up to three storeys and internal surfaces to communal areas of house type flats, low rise and multi-storey flats using both traditional and specialist coatings. Some of the internal work may include hanging wallpaper and applying specialist flame retardant paint. The successful contractor will supply all the materials, plant, equipment and labour necessary to complete the Package Orders / Work Packages. (Average work order £1000) The next 3 years cyclical programme can be subject to change by Bristol City Council.
Lot 3External & Communal Maintenance, Roofing Renewal/Repairs & Associated Miscellaneous Works
These properties include domestic buildings of various sizes and construction, including both external surfaces of houses, house type flats, low rise flats, high rise flats of 4 storeys and above up to 17 storeys and internal surfaces to communal areas of house type flats, low rise and multi-storey flats using both traditional and specialist coatings . Some of the internal work may include hanging wallpaper and applying specialist flame retardant paint. The successful contractor will supply all the materials, plant, equipment and labour necessary to complete the Package Orders / Work Packages. (Each Project can range from £30K – £500K) The next 3 years programme can be subject to change by Bristol City Council.
There will be three Lots. Lots 1 & 2 will be for repairs & painting to individual properties in the North & South of the City up to 3 storeys. The framework will contain up to four contractors per Lot who will be ranked by tenderer’s evaluation score. Contractors will only be selected for Lot 1 or Lot 2, not both. The rationale behind Bristol City Council’s lotting strategy is to reduce its risk of contractors failing to resource and deliver the essential annual cyclical external maintenance and painting programme.
For Lot 3, The project for Castlegate House will be offered to the highest ranked Contractor. The top 4 Contractors will all be selected for Lot 3 and will be invited to tender on future projects within this framework and subsequent work will be offered to the Contractor with the highest ranked evaluation score.
Membership of the Framework is NO GUARANTEE of any work/orders from either the Council or its main contractors and / or contracts for any Lots for which any successful Contractor(s) has submitted a tender.
Bristol City Council has reserved the right to procure similar work through either another individual contract, framework agreement or any other arrangement.
