      II.3)Short description of the contract or purchase(s):
      Social services. Social work services with accommodation. Guidance and counselling services. The Authority wishes to procure a contract for services to support single homeless people, rough sleepers and those at risk of rough sleeping in a Homeless Place of Change supported accommodation setting (the “Services”). The Services will involve the provision of supported accommodation services constantly throughout the Contract Period described below and equipping them with the necessary skills to move on to independent living. The Services will be set out in greater detail in the Services Specification which will accompany the Invitation Tender (as will the terms of Contract) that will be sent to those who have passed the Housing Management vetting phase of this procurement (see below in Section VI for further information on the procurement process). The Contract will be for an initial three (3) year period with the option to extend for a further two (2) years. A site has been identified for the supported accommodation residence within the Huddersfield area (see Section VI below – the “Residence”). The successful tenderer (the “Provider”) will be expected to enter into a management agreement with the Landlord of the Residence to carry out Housing Management functions, such as completing tenancy agreements, collection of rent and making day to day repairs. This agreement will also include the Provider’s licence to operate within the Residence. The Provider will receive a predetermined fee from the landlord for carrying out this function. The substance of the form of Management Agreement will be made known to those who are invited to tender to provide the Services. In order to be invited to tender for the contract to supply the Services, suppliers need to be on or accepted onto the Approved Sub-List by the Qualification Date. See Section VI below. Section VI: Complementary Information
   VI.1)Additional Information: Main Site or Location of Works, Main Place of Deliver or Main Place of Performance: A building in Clare Hill, Huddersfield, West Yorkshire (the “Residence”) – precise details will be made known to the suppliers which are invited to tender. Reference Attributed by the Awarding Authority: The reference for applying to be included on the Approved Sub-List is KMCSH-023. All those suppliers who are on the Approved Sub-List on Monday 16th March 2015 (the “Qualification Date”) will be advised of the procurement reference for the Services advertised in this notice. Estimated Value of Requirement: Estimated to be between a £250,000 and £350,000 per annum (up to between £1,250,000 and £1,750,000 over the life of the maximum contract). Procurement Process: It is intended that the procurement for the contract for the Services will begin by invitation being made to suppliers who are on the Single Homeless sub-lot of the Supporting People Team’s List of Approved Suppliers on the Qualification Date (this does not imply that the invitations will be sent out on that date). Further information about this list and how to apply to be included on the list can be found at http://www.kirklees.gov.uk/community/careSupport/careHomesHousing/supportingPeople.aspx. The Single Homeless sub-lot of the Supporting People Team’s List of Approved Suppliers is referred to in this notice as the “Approved Sub-List”. All those suppliers who are on the Approved Sub-List on the Qualification Date will be invited to complete a Housing Management vetting questionnaire that will be put together by the Landlord of the Hostel in conjunction with the Council. The Housing Management vetting questionnaires which have been submitted will be assessed by the Landlord on a pass or fail basis in accordance with declared criteria. Any failures will be scrutinised by the Council. All the applicants who have passed the Housing Management vetting phase will be invited to tender to provide the Services. In this procurement the Landlord is also expected to submit a tender to supply the Services but the Council wishes to stress that: 1) The Council will be overseeing a proportional and reasonable assessment by the Landlord of the Housing Management vetting questionnaire. 2) The Landlord will have no involvement in the evaluation of the tender for the Services. 3) Participants in the Housing Management Questionnaire phase will not be required to supply information to the Landlord that will place the Landlord at a competitive advantage in the tender for the services. 4) The Management Agreement with the Landlord will be advertised in its substantial form and will be at approximately break even rent. However if you are not on the Approved Sub-List already, please note that in order to be included on the Approved Sub-List on the Qualification Date you must submit your fully completed Approved Sub-List application forms by 13.00 hours on Monday 16th March 2015. From that latter time there will be ‘partial list closure’ for the purposes of the Approved Sub-List Procedure; such closure being in respect of the procurement of the contract for the Services referred to in this notice. Please note that the Council does not guarantee to process any Approved Sub-List application form by the Qualification Date where any factors outside the Council’s control (such as the applicant’s referees not supplying prompt references) cause delay.
