Short Description: This notice is not an invitation for formal expressions of interest. Scape are issuing this PIN for the purpose of pre-procurement market engagement, in line with UK Government Lean Sourcing guidelines, by engagement with the market through a Market Awareness Event, before the start of a formal procurement process for a Framework for construction works for which a separate Contract Notice will be issued. At the Market Awareness Event Scape will inform the market about their upcoming procurement and provide an opportunity to consult with and receive feedback from potential suppliers. In the formal procurement process to follow, applications will be invited from experienced suppliers of construction works who can provide high quality services using a customer focused approach particularly in the public sector. Scape will be open to receiving responses from consortia, joint ventures, strategic alliances and other such arrangements, however, we anticipate that we will require such organisations to form a single legal entity to contract with prior to the award of the contract and provide appropriate guarantees and security packages commensurate with such works/services. The works and services will comprise all types of building construction works and associated mechanical, electrical and services works and may include design and other services as required for a develop and construct or design and build works. The specific works and services that may be procured under the Framework cannot be clearly defined at this stage, however the nature and types of works that may be required may include those services identified by CPV code on or in connection with any land or property and related asset owned, rented, leased or developed by any of the public sector bodies eligible to use the Framework, or on property or related assets in which any of the public sector bodies may have an interest at the time or prospectively and may include projects in the following sectors, amongst others:— education, housing, social care, leisure, libraries, blue light, health and social care, offices, transport, military, farms, recycling and waste centres, industrial and commercial buildings and other public sector operational buildings and establishments. At this stage Scape anticipate that a SINGLE SUPPLIER/ENTITY will be awarded the framework to provide ALL the required works and services at the conclusion of the procurement process themselves, through their supply chain or via a consortium/joint venture arrangement. The supplier/entity will be expected to work closely, and co-operate with public sector clients, in-house and external consultants, contractors and other partner providers. All contract performance will be monitored using a set of comprehensive performance indicators. It is currently envisaged that the framework will be for works ranging from GBP 50,000 and may extend up to GBP 5 million. The works value range for individual call off arrangements will be confirmed at the next stage of the procurement process. The Contract Notice will include the estimated total aggregate value during the life of the Framework, however indicative values are given in this PIN Notice. A series of financial tests will be applied to each potential supplier in the formal procurement process which will include a turnover test based on the anticipated value of the Framework. The minimum turnover level for a potential supplier will be confirmed in the Contract Notice but is anticipated that it will be in the order of GBP 500 million per annum.

      The Market Awareness event will take place at the following venue: -— Tuesday 13 January 2015 at the Radisson Blu Hotel, East Midlands Airport (DE74 2TZ) from 9:30 am to 12:00pm. Potential suppliers are invited to arrive from 9:30 am for refreshments. The event will commence with a presentation at 10:00 am and conclude with questions by 12:00 pm. In order to manage the events potential Suppliers are limited to a maximum of 3 attendees per organisation. To register your interest to attend the event please do so by sending an e-mail headed "Scape National Minor Works Framework Market Awareness" with the following information: —Organisation name — Names and position of each attendee within the organisation to scapeevents@scapegroup.co.uk. The event is limited based on the capacity of the venue and the number of registrations received. The event is intended for contractors or other entities who can meet the requirement to provide all the works and services described in II.4 and meet the anticipated turnover requirement and provide full UK coverage. It is not intended for supply chain members, sub-contractors or suppliers who may supply works or services to the successful Framework provider when awarded. Scape is anticipating considerable interest in this framework and as such will not respond to queries prior to the event. There will be opportunity to ask questions at the event and to consult with Scape after the event and prior to the issue of the Contract Notice. Scape use the Delta eSourcing e-tendering web portal for their procurements and this system will be used for the procurement process once commenced. The Pre-Qualification Questionnaires, queries and the Invitation to Tender documentation will all be issued electronically through Delta and will NOT be issued by any other medium (paper, CD, e-mail etc).
