Short Description: | North West Leicestershire District Council is seeking a service provider to provide an Asbestos Removal and Disposal service to the Council's housing stock of approximately 4400 properties. The contract will be let on a schedule of rates basis. The envisaged scope of work likely to be included in this contract (but is not limited to) is for the removal and encapsulation of asbestos containing materials found within the Councils housing stock. Common areas of work include (but not exclusively) the removal of asbestos containing floor tiles, removal or encapsulation of AIB panels, corrugated cement roof removals, removal asbestos gutters, soffits, fascia or downpipes. The service provider will need to show that they can deliver an effective service that provides value for money to both the Council and its residents. The Council reserves the right to withdraw from this procurement procedure at any time without awarding the contract. Applicants should be responsible for all costs and expenses they occur as a result of participating in this procurement process. The Council shall be liable for and will not pay any costs in respect of the preparation of any pre-qualification or subsequent tender submission whether they are successful or unsuccessful. This shall apply in the event that the procurement process is postponed, cancelled or abandoned by the Council at any stage and for whatever reason. Applicants shall be deemed unequivocally accepted this as a condition precedent to participation in this procurement process. |

The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.
