Short Description: Wheels to Work Tenders are invited for the supply of services in respect of a Wheels to Work scheme in Lincolnshire. Wheels to work provides accessible and affordable transport for those who cannot use the available public and community transport network to access employment and training, by providing a loan scheme of mopeds/scooters. Due to the rurality of Lincolnshire, together with seasonable and agricultural employment, transport to work is a barrier for many, especially those on lower incomes. The supplier will provide a minimum of 200 scooters/mopeds, to ensure that a minimum of 200 users per year, are able to access Wheels to Work. They will ensure that users have appropriate training, insurances and equipment to use the vehicles. A efficient breakdown service will be available, and there must be an accessible site for users for inductions/training. The cost of hire will be affordable, and benchmark across current local and national schemes. Sustainability of the service is particularly important to the Council. Grant funding is secured for 3 years only, and suppliers should have a clear business case as to how the long term sustainability of the service will be secured. This may include complimentary income streams, or a social enterprise model. The contract will be awarded for 3 years. There is no funding currently allocated following this initial period. The contract price is fixed, and tender assessed entirely on quality. The contract will start on 1st October 2014.
