Lincolnshire County Council (LCC), Children’s Services currently commissions supported housing services which consists of three main elements: single persons supported accommodation; teenage parent's accommodation; and floating support services; to young people in housing difficulty aged 16-25. The Service Provider is presented with young people who have differing support needs which need to be met. The nature of the services includes a variety of accommodation types. There are currently 15 individual contracts totalling 2177 hours per week across all services.
Like all local authorities, LCC is in a position whereby they have to ensure value for money in commissioning services and make the best use of the resources available. We are now considering looking to commission services that focus on and prioritise Children’s Services statutory duties towards 16-17 year olds and Care Leavers up to the age of 21. It is envisaged that there will be somewhere in the region of 1100 hours per week to meet the needs of the statutory cohort.
The Council recognises that there are a number of potential risks associated with this emphasis and is therefore seeking to understand the market’s preferred approach to a number of important issues to inform the decision making process.
As the Council wishes to proceed expeditiously we are seeking to host a workshop with all interested providers on Thursday 17 July to discuss the proposed model(s). It should be noted that colleagues in the Public Health Directorate are simultaneously remodelling the current provision of housing related support that has not formed part of the implementation of countywide Wellbeing Service. Current provision within this work stream includes:
• Homelessness
• Domestic Abuse Accommodation
• Offenders
• Drug and Alcohol provision
• Mental Health
Commissioned services across both departments will form part of the county's response to meeting the needs of vulnerable young people and adults and it is our intention to ensure that the commissioning of such services is presented in such a manner to enhance opportunities for economies of scale in the delivery of services. Such services may also link to other service provision such as the Wellbeing Service.
