3. Explanation

   Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union is
   lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive: (500 words maximum)
   CITB are intending to Direct Award a research project for retrofit for 9 months. Nottingham Trent University has specific expertise in retrofit research having established a new Centre for Sustainable Construction & Retrofit. The centre has been set up to enable the transition to net zero within the built environment sector with established expertise, stakeholder networks and existing research to support this project.
