The Royal Parks (TRP) is inviting expressions of interest from companies to establish a framework contract. The framework contract will commence in September 2024 and its duration will be 4 years. This agreement will be made under the NEC3 Framework Contract (April 2013). All call-off contracts under the framework will be based on the NEC3 Short Contract (April 2013). TRP shall have the option, but not the obligation, to utilise this framework to tender various projects requiring these services across all eight of the Royal Parks. TRP reserves the right to run a non-framework competition for one-off projects where a wider range of competition is required (typically in connection with major memorials or exceptionally bespoke projects).

II.2.4) Description of the procurement:
TRP wishes to procure a Highways Contractor Framework to carry out works relating to asphalt, kerbs, road markings, surface dressing and minor drainage remedial works e.g. gullies and manholes. Condition surveys are carried out to identify and repair defects on a rolling monthly basis. Some defects are beyond the scope of minor repairs, and TRP spends in the region of £500k per annum on major resurfacing and refurbishment of roads and footways. On occasion, this per annum can increase to £1.5 million depending on the demand of the repairs. TRP is looking to put in place a Highways Contractor Framework to carry out larger scale resurfacing and highway refurbishment schemes. TRP undertakes several resurfacing and refurbishment projects on our roads and footpaths, with the bulk of these carried out by the Works Team who principally undertake hard infrastructure projects such as road maintenance, bridge works, building refurbishments, mechanical and electrical infrastructure upgrades. The framework scope will cover the planning, feasibility, scoping, and execution of works for a series of pavement related projects. The scope of these projects may include, but is not limited to, the following works, requirements, and objectives: The supply and placement of Tar spray and chip, asphalt, resin bound, resin bonded and other pavement types in accordance with the specification and required standards. Remediation, repair, and reinstatement of pavement within the parks that is failing, reached capacity or end of life. This includes the mending of pavement that is ravelling, rutting, cracking, and the repair of potholes and uneven surfaces, aesthetical improvements, and surfaces reestablishment after utility works and other destructive works. The management and execution of large-scale resurfacing projects, which often will include full carriageway mill and pavement reinstatement in accordance with provided specifications. These may also include drainage, kerb, pavement markings, and other associated works. The supply and installation would require experienced milling of pavement surfaces. This would address the removal of irregularities for resurfacing, providing depth for resurfacing spec requirements, regrading of cross fall, and access to subgrade for remediation or utility access. Access to personal, experienced crews, material resources and sufficient plant to execute the project within the required schedule and specifications. Remediate, repair, and reinstate pavement subgrade, kerbs, road furniture, pavement markings, pavement drainage and subsoils, and other miscellaneous components associated. The works would be conducted to improve the functionality, safety, aesthetics, and overall quality of the pavement, as directed by the charity. For all works, the supplier would need to work within the constraints of the charity and the individual parks, and provide considerations for members of the public, through traffic, cyclists, and other key stakeholders. The value of projects will vary from £25k to £500k, with the potential of isolated projects of as much as £1.5m.
