3. Explanation

   Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union is
   lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive: (500 words maximum)
   The unique modularity of the simulators means one Caddy can be used to power a multitude of surgical specialties . This allows hospitals to expand their simulator capacity by purchasing additional modules without the need for purchase of another Caddy thereby minimizing financial and physical space burdens. Ability to use original instruments from real world suppliers for use in the simulators to provide a realistic working environment for users. A cloud based reporting system used to provide highly detailed reports post sim session to each user.
