   Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union is
   lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive: (500 words maximum)
   Following feedback from the CITB Colleague Engagement Survey and the various colleague support forums, CITB are aware that there is an immediate need for Mental Wellbeing support for staff. In addition, CITB are conscious that with the ongoing cost of living crisis that those who have never needed or wanted this support are now seeking assistance, with GPs and community outlets becoming overwhelmed, CITB are therefore looking to award a 12-month contract to provide this support immediately. Should CITB see that there is value in this service, CITB will run a tender towards the end of 2023 for a longer-term proposal.
