Directive 2014/24/EU


2. Other justification for the award of the contract without prior publication of a call for competition in the Official Journal of the European Union

   The procurement falls outside the scope of application of the directive: Yes

3. Explanation

   Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union is
   lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive: (500 words maximum)
   Funding was received from Health Education England (HEE) as part of their Training Recovery programme. Funding has been paid to the Trust through the Education Contract that we hold with HEE. It is vital that plans linked to this funding are delivered by 31 March 2023, and in line with HEE's financial governance, that no funding is carried over into the next financial year (i.e., after 1 April 2023). Given the limited timeframe available in which these products need to be delivered, there has been insufficient time to issue a call for competition.
As far as we are aware, these virtual reality simulators from Haag-Streit are the only ones of their kind available on the market.
