The successful tenderer will be required to perform the duties of Principal Contractor ensuring the project is managed and compliant with Regulation 13 of the Construction (Design and Management) Regulations 2015 (the ‘Regulations’). It is anticipated that the
contract/works will commence immediately upon award.

The Client, Council of Reserve Forces’ and Cadets’ Associations (CRFCA), are seeking to
appoint a competent Principal Contractor to undertake its duties required by Regulation 13 of
the Construction (Design and Management) Regulations 2015 (the ‘Regulations’).
Summary of Principal Contractor Duties Required
 Plan, manage, monitor and coordinate the entire construction phase
 Take account of the health and safety risks to everyone affected by the work (including
members of the public), in planning and managing the measures needed to control them
 Liaise with the client and principal designer for the duration of the project to ensure that
all risks are effectively managed
 Prepare a written construction phase plan (for each individual site) before the
construction phase begins, implement, and then regularly review and revise it to make
sure it remains fit for purpose
 Have ongoing arrangements in place for managing health and safety throughout the
construction phase
 Consult and engage with workers about their health, safety and welfare
 Ensure suitable welfare facilities are provided from the start and maintained throughout
the construction phase
 Check that anyone who the client (or their entity) has appointed has the skills,
knowledge, experience and, where relevant, the organisational capability to carry out
their work safely and without risk to health
 Ensure all workers have site specific inductions, and any further information and training
they need
 Take steps to prevent unauthorised access to the site
 Liaise with the principal designer to share any information relevant to the planning,
management, monitoring and coordination of the pre-construction phase
The successful bidder will be required to perform the duties of Principal Contractor including
those specified in Regulations 12, 13 and 14 of the Regulations and the general duties in
Regulation 8 and Part 4 ‘General Requirements for all construction sites’.
Project Description
The project involves delivering to site, on-site assembly and the fitting out of off-site
manufactured structures to approximately 100 sites across mainland UK. The structures are
of single storey construction, varying between approximately 9 – 25 metres square in floor
area and some 2.4 metres in height and are built inside existing buildings. The internal fitout for each structure comprises of electrical and broadband installations and provision for
racking.
A testing and commissioning exercise is required for each completed structure and needs to
be satisfactorily concluded before the structure can be put into operational use.
Designs have already been established for the various structure sizes ‘types’ and the type
used will be informed by client/end user requirements.
Project Duration
The total on-site construction time for each individual site can vary between eight to twelve
weeks and, depending on the size and number of contractor installation teams that will be
used, overall project duration could be up to 12 months.

General Matters
The supply chain contractors have/will be appointed by the Client (or via one of their entities)
and, whilst there is no requirement to novate these contractors to any other party, the
Principal Contractor would be required to plan, manage, monitor and co-ordinate their entire
delivery of the project (and which would include all respective CDM 2015 requirements).
Following the satisfactory appointment of a competent Principal Contractor, works are ready
to proceed at a few weeks’ notice on the first site.
Each site typically involves four/five separate contractors although works are sequenced
such that only one contractor is on site at any time.
The Client has appointed a Principal Designer and the majority of all individual design work
has been undertaken by the respective contractors. It is likely however that design coordination meetings will still be required for each site and any such meetings would require
attendance and input from the Principal Contractor.
The Principal Contractor will need to hold Cyber Essentials Plus accreditation and its key
personnel working on the project will need to hold the, “Security Check” level of security
clearance.
