      This notice is not a call for competition. Arts Council England intend to issue the call for competition on or after 8.4.2022 with procurement documentation including a formal invitation to tender and contract terms. This notice is for information only, to allow bidders time to consider their tendering strategy and, where applicable, to discuss with joint venture partners or sub-contractors how the services may be delivered before the tender is published. Arts Council England reserves the right not to proceed with the procurement or procure the services through alternative procurement arrangements.

   Arts Council England is seeking a suitably qualified service provider, consortium or contractor (which may be a joint venture comprising of a number of suppliers, or a prime contractor that may sub-contract certain elements of the services) to deliver a quality evaluation tool that provides users with insights into what audiences, participants, peers, artists and creative practitioners think about the work they produce. The evaluation framework should use self, peer and public assessment to capture the quality of arts and cultural work. It should support prior intention setting and capture both quantitative scoring and qualitative feedback. There is an existing set of quality metrics that have been developed in partnership with the cultural sector that will be available for use by the chosen supplier. The service will include the provision of two key elements:
1)Provision of a digital platform
2)Consultancy and support services

The service should have the ability to support up to 1,000 users.

The collected data should be available directly to the submitting organisation as both raw data and through insights reporting (dashboards, reports etc.), as well as appropriately anonymised versions made publicly available on a regular basis.

The service should include the provision of a technical support functionality, which includes a helpdesk, alongside guidance materials, webinars etc. on how to use the tool. The supplier should also support the users to use the framework effectively, for example guides on best practice for gathering feedback and extracting insights from the collected data.

The system must be fully functional and in operation by 1 April 2023. Any required system development, testing and onboarding must be scheduled to take place before this date.

The purpose of this procurement is to identify the most economically advantageous provider to use the principles of the quality metrics framework to support the arts and cultural sector to adopt and embed a toolkit to help them better understand the impact of their work on the people that experience it.
