3. Explanation
Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union is
lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive: (500 words maximum)
During the uncertainty of the pandemic many contracts were not fully utilised, this contract in particular started January 2020 a short time before the UK was forced in to Lockdown measures.
Due to those unforeseen circumstances the Trainee Accommodation contract could not be used as businesses were forced to close their doors.
The suppliers involved in this tender exercise all bid on a £30 million contract and the winning bidder would have incurred the set up costs but not the associated business for this contract.
CITB wish to extend this contract using a VEAT notice for 12 months (31/12/2023) and an option for up to a further 12 months after (31/12/2024).
CITB will undertake a competitive tender exercise alongside this VEAT notice in due course.
