2. Other justification for the award of the contract without prior publication of a call for competition in the Official Journal of the European Union

3. Explanation

   Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union is
   lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive: (500 words maximum)
   DVSA is currently going through the process of securing Cabinet Office and GDS approvals whilst adhering to the Government Outsourcing Playbook to go to market for a new Technical Support Service and currently expect a tender to be issued in July 2021. The current service ends on 30th June 2021 and DVSA need to retain continuity of service until such time as a new supplier is appointed.

The incumbent supplier has in depth knowledge of DVSA's Digital Services and the infrastructure in place to continue to provide the support services seamlessly and with no disruption to our digital services. It is anticipated that the procurement of the new service will take 3 to 4 months to complete. In addition, the transition of support services will take at least 1 month. The Direct award is for an initial period of 6 months with the option to extend by a further 6 months. This will not only deliver continuity of service but also provides sufficient time to run the new competition and to transition the services over the the successful bidder.
