4. Description: Research services. DCMS (‘the Authority’) is seeking to appoint a Supplier to undertake a market assessment of Recording Studios, Production Rooms, and Rehearsal Studios in England.

In particular, we would like the Supplier to:

●identify and record existing locations of recording studios, production rooms and rehearsal studios in England;
●provide an assessment of the operational activity of these spaces: number of users, capacity, activities, financial viability pre and post-covid;
●identify and record the numbers and locations of spaces that have opened in the last ten years;
●identify and record the numbers and locations of spaces that have closed in the last ten years and the reasons for closure;
●establish whether there has been a decline of recording studios, production rooms and rehearsal studios;
●understand the impact music spaces have on the music industry and wider community: -
○this may be aided by a comparison of existing locations of recording studios, production rooms and rehearsal studios with the current number of
grassroots music venues, to understand the links between supply of talent from music creating spaces to performance spaces. But the Supplier
should explore and suggest alternative questions/areas of impact to consider; and
●investigate whether there is a market failure, i.e. where there is greater demand than supply of spaces (new spaces are not being set up or prices are not rising in response to demand). Evidence should be collected to substantiate this, for example information that spaces are oversubscribed or that musicians cannot find studio space, as well as evidence from industry on the reasons spaces are not being established.
