II.2.4) Description of the procurement: Royal Holloway and Bedford New College (“the College”) is undertaking a procurement competition based on the Competitive Dialogue (CD) Procedure to select one partner.
The selected partner will be required to:
(a) design, build, finance, operate and maintain up to c.2,000 bed student village (to include energy centre, support facilities, etc.) at its Rusham Park site through a demand risk partnership over one or more phases (the College has set out its expectation at the point of this OJEU but reserves the right to modify the method by which the c.2,000 will be delivered). It is likely that the College will enter into a Project Agreement with the partner for the initial delivery of 1,400 student bed spaces at the Rusham Park site and a Strategic Partnering Agreement with the partner to draw-down the balance of the c2,000 bed spaces in one or more phases within the initial 10 years of the Strategic Partnering Agreement contract period; and
(b) provide finance and to operate and maintain the College’s most recently completed section of its residential portfolio, the 621 student accommodation development at George Eliot Hall.
The CD competition will comprise an initial selection stage, following which a shortlist of three bidders will then be invited to participate in a dialogue phase, culminating in the submission of final tenders. The dialogue phase will involve a series of dialogue sessions followed by a call to submit final tenders.
At the start of the dialogue phase there will be a site visit followed by a programme of formal dialogue meetings to be scheduled with each of the shortlisted bidders. Additional dialogue meetings may also be arranged on an ad hoc basis, as required.
The successful partner must be experienced in the design, build, financing, operation and maintenance of purpose built student accommodation, all in consideration of student wellbeing and experience. This must be evidenced as part of responses to the Selection Questionnaire.
The College will provide an initial scheme design to a level equivalent to RIBA Stage 1 to the shortlisted bidders. The successful partner will be required to satisfy themselves of the robustness of this initial work before developing the scheme design together with proposals to build, fund, operate and maintain the new Rusham Park student village over the operational term of circa 50 years (plus construction period) following practical completion. The finance, operation and maintenance of George Eliot Hall is anticipated to commence at financial close and shall be co-terminus with the Rusham Park student village.
It is important to the College that the transaction is classified as ‘off balance sheet’.
The College will retain all pastoral support and student wellbeing services, and security services for George Eliot Hall and the new Rusham Park student village.
The key driver behind this procurement process is the need for the College to be in a position to support student growth with guaranteed quality accommodation and a significant capital receipt to invest in improvements.
