3. Explanation
The award of the contract to Oxford Immunotec is strictly necessary for unforeseeable reasons of extreme urgency; i.e. the urgent requirement to find a viable vaccine to end the Covid 19 pandemic (Regulation 32(2)(c)). In addition competition was absent from any competed procurement for technical reasons (Reg 32(2)(b)(ii)) because this is specialist Assay and not widely carried out in fully validated and GCLP laboratories, Oxford Immunotec were the only consulted supplier to show sufficient capability after a consultation and assessment of the market for this provision with a range of academic and other specialist organisations.
