HMRC intend to award a concession contract to a single supplier for the United Kingdom’s tobacco tracking and tracing system under the World Health Organization Protocol to Eliminate Illicit Trade in Tobacco Products.
The UK is currently part of an EU-wide system and the supplier will provide all services required for a national system following the end of the Transition Period. The services will enable the continued tracking and tracing of tobacco products manufactured in or imported into the UK. Our current contract for this provision expires on 31st December 2021 and we are seeking a supplier to deliver this solution from 1st January 2022.
The purpose of this Prior Information Notice is to alert interested parties and invite potential suppliers to a virtual engagement event in September 2020.

II.2.4) Description of the procurement:
The UK ratified the WHO Protocol to Eliminate Illicit Trade in Tobacco Products in 2018. The Protocol requires parties to implement a traceability system for tobacco products manufactured in or imported into their territory, taking into account regional specific needs and available best practice.
The UK is currently part of an EU-wide system and will operate a national system after the Transition Period. HMRC have a contract to deliver this system until 31/12/21 and will run a procurement exercise to ensure a system is in operation from 01/01/22.
The provider’s main responsibilities will be to deliver a:
-ID issuer service, to ensure tobacco products manufactured in or imported into the UK are marked with a unique identifier
-Data repository and router to store data relating to products and which is accessible to HMRC.
Other services may be required as we continue to define the requirements during the tender process.
