The Forum will comprise of a four storey building, plus a part basement, located at Elmer Square in the centre of Southend-on-Sea. The building will provide the following accommodation: • An integrated municipal and academic library including approximately 3,500 linear metres of shelving in the 1st floor non-fiction section, 500 linear metres in adult fiction on the ground floor and a Children’s Library on the ground floor. • A 203 seat lecture theatre, six 40-seat teaching rooms and a student study area providing individual and group study spaces for up to 350 students for the University of Essex alongside accommodation for academic and support staff. • A Higher Education centre for South Essex College on the third floor comprising five general teaching rooms, two IT teaching rooms and a range of individual and group study spaces. • The Focal Point Gallery with three gallery areas, offices and workspace on the ground floor. In view of the specialist nature of the library shelving it has been agreed by the Programme Board and Sponsoring Group that this will be tendered for separately.
