Notice Summary
Title: UOE/2012/062/RP - Network Maintenance and Support Framework Tender
Notice type: Contract Notice
Authority: University of Exeter
Nature of contract: Services
Procedure: Competitive Dialogue
Short Description: Strategic Objective: The University of Exeter requires the maintenance and support of its wired and wireless network infrastructure. In addition, the University requires a supplier who can provide a design and build element for additional network requirements as and when they are required, specifically, to provision either additional Juniper wired infrastructure or Aruba wireless infrastructure as part of the expansion of the existing network estate. Scope of Services: The services required will be separated into 4 lots, to allow tenderers to tender against one or more elements of this contract. Lot 1: Wired Network Maintenance & Support: This lot encompasses the support & maintenance of the University’s Juniper network, comprised of MX and EX-series switches, and a number of Juniper security appliances. Outside of the predominantly Juniper infrastructure, the University also requires support for their Infoblox DNS/ DHCP appliances and Allot traffic shaper. The University is keen to explore the concept of “services support”. To clarify, the University has invested in a robust, resilient network architecture and is now keen to leverage that investment by seeking to reduce support costs, on the premise that all critical core services and aggregation points are based on redundant pairs. Therefore a single failure does not warrant a critical response, but failure of both nodes would elicit a critical response. Therefore the University requires tenderers to consider how the cost can be based across the redundant pair acting as a single service entity, rather than as individual system elements. In addition, as part of the current support contract, a resident engineer is based on the main University Streatham campus. The tenderer needs to be aware that this will involve TUPE. Lot 2: Wireless (802.11) Maintenance & Support: This lot encompasses the support & maintenance of the University’s Aruba wireless network, comprised of Aruba controllers and a variety of access points. As above the concept of “services support” should be applied to the Aruba controllers. In addition we are keen that the tenderers consider as part of this lot the software maintenance of the controllers, to include patching, OS upgrades, etc. Lot 3: New Wired Services: The University is undergoing a significant amount of growth, both in numbers of staff and students, and in physical building works. In order to support the University, the tenderer will be required to participate in the initial IT network design meetings, provide resources for the configuration, pre-staging and implementation of Juniper equipment, project management and general administrative processes surrounding any such design and installation work. Lot 4: New Wireless (802.11) Services: A new wireless service encompasses the initial design and RF planning of a wireless provision, which may be a green field site, or an addition to existing services and/or topology, and the subsequent testing to show efficacy of the solution post installation. The tenderer will be required to provide off-plan and physical wireless surveys, detailed plans showing indicative coverage and performance, and subsequent post installation test results. The University will require other consultancy services, the tenderer acting as a wireless technical consultant. Ideally the University is looking for the tenderer to have a Certified Wireless Network Professional (CWNP) accreditation or equivalent. The successful provider/s must: - manage and support the existing infrastructure - respond to customer requirements in terms of out of hours support and scheduled maintenance - comply with the University’s Service Level Agreement - proactive to critical alerts as defined by the SLA and work alongside 3rd parties providing our out of hours support and escalation service - ensure all supported components are maintained at the correct firmware and software levels - ensure they understand the business requirements of the University and align technology solutions to fit the business nee

Procurement Services

-------------------------------------------------------------------------------------------------------------------------------------------------
Strategic Objective:
The University of Exeter requires the maintenance and support of its wired and wireless network infrastructure. In addition, the University requires a supplier who can provide a design and build element for additional network requirements as and when they are required, specifically, to provision either additional Juniper wired infrastructure or Aruba wireless infrastructure as part of the expansion of the existing network estate.

Scope of Services:
The services required will be separated into 4 lots, to allow tenderers to tender against one or more elements of this contract.

Lot 1: Wired Network Maintenance & Support:
This lot encompasses the support & maintenance of the University’s Juniper network, comprised of MX and EX-series switches, and a number of Juniper security appliances.

Lot 2: Wireless (802.11) Maintenance & Support:
This lot encompasses the support & maintenance of the University’s Aruba wireless network, comprised of Aruba controllers and a variety of access points.

As above the concept of “services support” should be applied to the Aruba controllers. In addition we are keen that the tenderers consider as part of this lot the software maintenance of the controllers, to include patching, OS upgrades, etc.

Lot 3: New Wired Services:
The University is undergoing a significant amount of growth, both in numbers of staff and students, and in physical building works. In order to support the University, the tenderer will be required to participate in the initial IT network design meetings, provide resources for the configuration, pre-staging and implementation of Juniper equipment, project management and general administrative processes surrounding any such design and installation work.

Lot 4: New Wireless (802.11) Services:
A new wireless service encompasses the initial design and RF planning of a wireless provision, which may be a green field site, or an addition to existing services and/or topology, and the subsequent testing to show efficacy of the solution post installation.

The successful provider/s must:

-   manage and support the existing infrastructure
-   respond to customer requirements in terms of out of hours support and scheduled maintenance
-   comply with the University’s Service Level Agreement
-   proactive to critical alerts as defined by the SLA and work alongside 3rd parties providing our out of hours support and escalation service
-   ensure all supported components are maintained at the correct firmware and software levels
-   ensure they understand the business requirements of the University and align technology solutions to fit the business need
-   provide a resident engineer to manage the design, configuration and implementation of various wired network projects
-   maintain comprehensive records of the infrastructure, including asset registers and configuration files
-   provide a 24/7/365 support infrastructure (telephone support desk and on-call engineers)
-   work in conjunction with the University to develop a strategic roadmap for the network infrastructure
- agree to work in partnership with other third parties supporting our IP telephony, ancillary services (building management systems, CCTV, door access controls, etc) and student halls of residence network to resolve faults and ensure seamless delivery of systems and services across the University IT infrastructure.
