      Essex County Council (ECC) is exploring the option of offering a Shared Cost Additional Voluntary Contributions (AVC) benefit scheme to employees. In order to implement this, ECC is looking for a fully managed solution (including a compliant system) to facilitate the administration of this scheme.
The online system will be expected to manage the employee application process, provide an employee account overview of ongoing contributions, minimise administration for the Authority and increase employee engagement.

ECC would expect the Provider of the solution to maintain appropriate links with all stakeholders, such as Prudential and Standard Life, ensuring compliance with legislation and all parties’ procedures.

By offering this benefit, the Authority aims to maximise National Insurance savings for both employee and employer through a salary sacrifice arrangement.
