      As part of a wider programme of work to improve the energy performance of owner occupier properties, as set out in the Clean Growth Strategy , and the Call for Evidence on ‘Building a market for energy efficiency’ , BEIS is seeking to launch pilots to support coordination of the retrofit and renovation supply chain at a unitary authority level to deliver high quality retrofit projects. The funding awarded by BEIS would be used by up to three organisations in different areas over one and a half years to develop a sustainable model for driving retrofit in a local area, primarily amongst owner occupiers, in particular addressing the non-financial barriers to retrofit such as trust, hassle factor and lack of awareness.

Organisations should look to:
-Build partnerships and consortia of local tradesmen, manufacturers, local authorities and finance providers that continue in the post-funding period
-Increase the uptake of thermal retrofit projects, particularly amongst owner occupiers and alongside Repair Maintenance and Improvement (RMI) work
-Demonstrate an approach that can be replicated at a broader level.
Successful organisations would also be responsible for project coordination, trades matching and quality assurance, potentially through the use of third-party retrofit coordinators or measurement of actual performance of improvements.
Funding allocated will not be available for directly subsidising the cost of measures, and organisations will be encouraged not to attempt to leverage ECO funding. Instead they should seek finance from third parties including local authorities, or encourage homeowners to draw on existing financing options open to them.

   The Supplier Day format will be: the morning session (11:00 – 13:00) will involve a group session with all interested parties, where we will provide a more detailed description of the project and we expect to discuss about different approaches to the work and the main areas for investigation. We will then have an hour lunch break followed by an afternoon session (14:00-15:00) which will be divided up into a series of pre-booked one-to-one sessions between BEIS officials and potential contractors, to give organisations the opportunity to ask more detailed questions.
