      The Accelerated Open Procedure (Not the Accelerated Restricted Procedure) is being used by the contracting authority, because for reasons beyond its control it is in imminent danger of there being a gap in insurance cover in this major area of risk. There is therefore a state of urgency which renders impracticable the time limits laid down in the regulations. The Initial Descriptive Document/Draft Invitation to Tender and Non-Disclosure Agreement are available to download at https://www.delta-esourcing.com Access Code 942JZZ4WH4. For reasons of commercial confidentiality additional information will be made available immediately on request by prospective tenderers who meet the financial criteria set out in this Contract Notice i.e. duly authorised by a member country as an insurer, capable of writing this insurance, credit/financial strength rating of at least Standard & Poor's "A" or equivalent, and provide the duly signed Non-Disclosure Agreement. The contracting authority reserves the rights to not to proceed with the process preparatory to the award of the contract set out in this notice; and not to award the contract set out in this notice. All dates, except those that are subject to mandatory timetable, are advisory and the contracting authority reserves the right to vary these as required.
