      Our overall requirement is for 12-15 individual resources, each targeted at a particular health/care setting, issue or workforce role. For procurement purposes, we anticipate that these resources will be delivered in discrete contracts of up to 4-5 resources each, with each resource set delivered by a different contractor. We therefore expect to contract with approximately three organisations for this requirement. However, we are prepared to consider other ways of structuring the work.

         The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

It is possible that unforeseen additional services will either be necessary for the completion of the contract or are not separable from it. The Commission reserves the right to award any such contract for unforeseen additional services to be undertaken by the original provider. However this will only apply if the value of the additions does not exceed 50% of the total value of the contract.
